Nigeria Launches Major 2025 Oil Licensing Round Offering 50 Blocks

Nigeria has opened a significant new chapter in its energy sector with the launch of the 2025 oil and gas licensing round, offering 50 exploration and production blocks to both local and international investors. According to the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the blocks include on-shore, shallow-water, frontier and deep-water assets, making this one of the most extensive offerings in recent years.

The initiative marks part of Nigeria’s broader effort to revive oil production, which has been constrained by years of underinvestment, security challenges, and declining output from aging fields. Officials estimate that successful bidding and development of these blocks could attract nearly $10 billion in new investment, strengthening government revenue and boosting exploration activity across the country.

Energy analysts say the move could be transformative if complemented by improved regulatory certainty and infrastructure upgrades. The new blocks are estimated to hold up to 2 billion barrels of recoverable resources, and full development could eventually add up to 400,000 barrels per day to Nigeria’s national output over the next decade. This potential increase comes at a time when Nigeria is working to stabilise its foreign exchange reserves and reduce reliance on borrowing.

The licensing round also signals renewed confidence in Nigeria’s upstream sector, especially as the government pushes reforms under the Petroleum Industry Act. Investors will be watching for improved transparency and faster approval processes. If successfully executed, industry experts believe the round could reposition Nigeria as a more competitive destination for global energy investment.
